Moff Trevat Office.
4:30 p.m.

Moff Trevat was busy at work finishing up his work before going home and waiting for Ira, when he got a communication request from Governor Noona through the Holonet.

"Good afternoon, Governor. How can I help you?" asked Trevat.

"Good afternoon, Moff. Sorry to disturb you on your way home," said Governor Noona.

Trevat looked at the clock on his desk.

"That's okay, Governor. There seems to be something very urgent, because it is almost midnight at your place." Trevat said.

"That's right, Moff. After our assessment, I wanted to report on Trantor's security conditions. By the way, I received the assessment report less than half an hour ago. I wanted to get the security assessment to you as soon as possible. Some things must be decided immediately." said Governor Noona.

"Oh, how did the assessment go?" asked Trevat.

"In general, I can say that the defenses on Trantor cannot withstand an attack by more than 500 Grenda Union ships. We can hold out for about 1000 attacking starships, but some will get to Trantor and cause large-scale damage if the planetary shields are down, as well as the near annihilation of the defense fleet. The installed planetary shield serves as our sole effective defense. But assets in orbit, including shipyards, will be destroyed by the opponent." Governor Noona spoke.

"What about ground-to-space weaponry and orbital weaponry?" asked Trevat.

"As you are aware, the Golan Space Defense Platforms are primarily responsible for the defenses in orbit. We have also started seeding high orbits with mines to increase our firepower. For ground-to-space weaponry, frankly, we don't have enough turbolasers or ion cannons to guard the entire planet's surface. Most ground-to-space weaponry is placed around the cities on Trantor. We are still trying to build ground-to-space weaponry using heavy turbolasers that we assemble from existing components. Our industry can make these components, although the manufacturing speed is very low because the industry is not really intended to make heavy turbolaser components." Governor Noona spoke.

"I will place a number of transform cannons on Trantor. At least transform cannons have a very long range and can pass through obstacles, including the planet itself." Trevat said.

As Governor Noona replied, the doorbell to Trevat's office suddenly rang. Before Moff Trevat, who was still talking to Governor Noona, could answer the doorbell, the door opened, and Governor Ira entered the room. Trevat gestured with his hand for Ira to join him in talking to Governor Noona.

"Oh, good afternoon, Governor Ira." Governor Noona said this when she saw Ira sitting near Trevat.

"Good afternoon, Governor Noona." Ira replied.

"Back to business, I don't think we should place any additional shipyards or residents until the defenses on Trantor are upgraded. I think static defenses in the form of automated space stations can assist the defenses on Trantor." Governor Noona said.

"I agree with Governor Noona. The defenses on Trantor are still too weak to defend a major world, if that is what is expected of Trantor." Ira said.

"So, you're requesting that we postpone Trantor's upgrade until we resolve its defense issues?" asked Trevat.

"Correct, Moff." Governor Noona spoke.

"Alright, we'll find a way to improve Trantor's defensive capabilities first before we implement the upgrades to Trantor's facilities and population." Trevat said.
