The day after his tour of the government buildings, Harry found himself once again sitting in the Wizengamot Hall. This time, the leaders gathered to focus on finalizing the next steps for governing their new world. The room hummed with quiet conversation as the various leaders took their seats, ready to dive into the important discussions of the day. Harry stood at the center platform, looking over the diverse faces surrounding him.

After reviewing the updates on the progress of the city, magical trade, transportation, and water distribution, Harry turned to the next agenda item, one that needed careful planning.

"We've covered much today," Harry began, his voice carrying across the hall, "but there's another crucial matter we need to discuss. With the growth of Starios and the other towns and cities throughout Mirithis, we must prepare for situations where we encounter magical threats or criminals that can't be handled through ordinary means. That's why I want to talk about establishing a central prison."

A quiet ripple of conversation spread through the hall.

"Not just any prison," Harry continued. "This facility would need to be heavily secured and isolated—a place where the most dangerous magical criminals, those who pose threats to all of Mirithis, can be contained."

Draco Malfoy leaned forward, nodding in agreement. "You're thinking of something more secure than Azkaban, correct? We can't risk having dark forces or dangerous magical criminals running unchecked here."

"Exactly," Harry replied. "I've been thinking about a location, and I believe there's a perfect place for it."

Introducing Dusk Tranquil Penitentiary

Harry waved his wand, and a magical map of Mirithis appeared, zooming in on a floating island off the coast of Eldoria. The island hovered in the sky, surrounded by thick mists, with jagged cliffs and dark waters below.

"This," Harry said, pointing to the island, "is what I'm calling Dusk Tranquil Penitentiary. It's a floating island, far enough from the mainland to be isolated but close enough for magical transportation. The island itself is naturally fortified—its position in the sky makes it nearly impossible to access without specific portals or flight paths. The weather there is often foggy and harsh, which will help keep it hidden and secure."

The image on the map zoomed in further, showing the craggy landscape and the dense mist that perpetually surrounded the island.

Lord Valon, leader of the vampires, spoke up, his voice low and thoughtful. "An isolated, floating island... that certainly provides the natural barriers we need. But what magical protections do you propose? The last thing we need is someone breaking out or, worse, infiltrating."

Luna Lovegood, her dreamy voice cutting through the tension, added, "We could use ancient wards—ones that distort time and space. It would make any escape attempts incredibly difficult. They wouldn't know where they are, even if they somehow managed to break through the basic defenses."

Harry nodded. "That's the idea. We'll layer the island with multiple wards: anti-apparition charms, anti-portkey spells, and magical distortion fields like Luna mentioned. Even the airspace around the island will be warded to ensure only authorized magical creatures or vehicles can pass through. The very nature of the floating island makes it impossible to leave without permission."

Building the Infrastructure

Gringold, the goblin leader, leaned forward, his sharp eyes glinting. "It sounds promising. What about the infrastructure? How will this penitentiary operate? Will it be run by wizards, goblins, or a combination of both?"

Harry gestured to Draco, who had been working on the detailed plans. "Draco, you've been involved in designing the layout. Why don't you walk us through it?"

Draco stood, waving his wand to reveal a detailed blueprint of the penitentiary. The central building of the prison was built into the very rock of the island, with towering stone walls and a heavily fortified entrance.

"The Dusk Tranquil Penitentiary will be equipped with secure cells for different levels of magical criminals," Draco began. "The outer cells will house less dangerous individuals, while the inner chambers, which will be shielded by advanced magical wards, will contain high-risk prisoners. These cells will have enchantments that suppress the use of magic—wandless or otherwise."

"Who will manage the prison itself?" asked Rukthor, the troll leader, his deep voice rumbling through the chamber.

"We're proposing a mix of magical beings to staff it," Harry replied. "Wizards and goblins will manage the day-to-day operations, while some of the more dangerous areas will be overseen by magical creatures with natural defenses. For example, dragons could patrol the skies around the island, making any airborne escape attempts impossible. We could also use water nymphs or merpeople to guard the ocean below the island."

Ondora, leader of the water nymphs, nodded thoughtfully. "My people could help manage the perimeter. We could enchant the waters below to respond to any disturbances."

Handling Dangerous Prisoners

The conversation shifted to handling dangerous magical beings. Draven, leader of the werewolves, raised an important question. "What about creatures who are too powerful to contain in standard cells? We'll need specialized containment areas for beings that don't fit the usual definition of a 'criminal.'"

Harry agreed. "We'll have containment units specifically designed for magical creatures or entities that require non-traditional methods of containment. This could include everything from powerful dark wizards to creatures like dementors or inferi."

Thaldrin, the dragon leader, spoke up. "And if they escape or cause disturbances?"

Draco answered, "There will be rapid-response teams stationed on the island, made up of Aurors, goblins, and magical creatures. They will be trained to subdue any escape attempts or disturbances as quickly as possible."

Harry nodded. "The goal is to make this place as impenetrable and secure as possible. It's not just about keeping prisoners in—it's about ensuring that no external forces can break them out."

Finalizing the Plan

The room was quiet for a moment as the leaders considered the proposal. Finally, Malik Keita, representing the African wizarding community, spoke up. "This prison is necessary. We're building a new world, and we need to ensure that those who threaten it can be properly contained."

Kaia Manu, leader of the South Pacific Islands, nodded in agreement. "I support this plan. The location is ideal, and the security measures seem sound. But we need to ensure that the prison is regularly checked for vulnerabilities. Magical defenses can wear down over time."

Harry agreed. "We'll conduct regular inspections of the prison's wards and infrastructure to ensure everything remains secure. I'll personally oversee the initial stages of construction, and we'll rotate security personnel to prevent any lapses."

With the consensus reached, Harry felt a weight lift from his shoulders. The Dusk Tranquil Penitentiary would provide a safe and secure place for dealing with magical threats, protecting Mirithis from harm.

Wrapping Up the Meeting

As the meeting drew to a close, Harry stood once again, addressing the room. "Thank you all for your input. We've made important decisions today, and the establishment of this prison will be crucial in maintaining peace and security across Mirithis. Let's move forward with the construction of Dusk Tranquil Penitentiary, and ensure that it stands as a symbol of our commitment to protecting this world."

The leaders nodded in agreement, and the hall slowly began to empty as the representatives returned to their communities to continue the work of building Mirithis. Harry remained for a moment, gazing at the magical map, his mind already racing with thoughts of what needed to be done next.
