The leaders reconvened after their break, the mood lighter but still filled with the energy of anticipation. Discussions now shifted to one of the most critical decisions—establishing the central government in the heart of Eldoria. They had already agreed that this continent would be the neutral center of their new world, but now they needed to decide what to call its capital.

Harry stood before the group, his voice clear. "We've discussed the government system and how often we'll meet, but before we can start building, we need to name the capital. This city will be where we make decisions for all of Mirithis. A symbol of unity. It needs a name that represents hope, power, and our future together."

There were murmurs of agreement around the room. Several names were tossed into the air, but Caelion, the merpeople leader, spoke first. "I believe it should have something to do with the stars. They've guided us here, and they'll guide us as we build this new world."

Nymira, the faerie leader, smiled thoughtfully. "I like that. The stars are eternal, always watching. It's a fitting symbol for the wisdom and balance we want to maintain."

Harry glanced around the room, and when no one opposed, he said, "How about Starios? It evokes the stars, something eternal and guiding."

The room fell quiet as the leaders mulled over the suggestion. After a moment, Lord Valon, the vampire leader, gave a curt nod of approval. "Starios it is."

The others nodded in agreement, and the capital was officially named Starios.

With the name settled, the next step was to plan the layout and construction of Starios. Thaldrin, the dragon leader, spoke first. "We need to construct buildings that reflect our values—strength, unity, and justice. This is where all major decisions for Mirithis will be made, so it must be built to last."

Harry nodded. "I've already thought about some of the core buildings. First, we'll have Wizengamot Hall. It will be the heart of Starios, where we'll hold our legislative meetings and make decisions that impact the entire world."

A vision of the Wizengamot Hall appeared in the air as Harry spoke, showing a majestic circular building, runes carved into its walls. "This hall will ensure that every decision is made fairly. It will be enchanted to prevent manipulation, and everything discussed will be tracked by floating orbs, ensuring nothing is forgotten."

Draven, the werewolf leader, crossed his arms thoughtfully. "What about the ministries? We'll need places to handle law enforcement, magical research, and transportation."

Harry smiled. "Yes, we'll have the Ministry of Magic Building, which will serve as the administrative hub. It will house departments like Magical Law Enforcement, International Cooperation, and Magical Education. The building will be secure and heavily warded, with spires reaching into the sky, symbolizing the reach of our government."

Lilith, the succubus leader, interjected, "And magical transportation? We'll need ways to move between continents, easily and safely."

Harry conjured an image of a sleek, modern structure. "We'll have the Department of Magical Transportation, where portals, airships, and other magical travel will be managed. Inside, we'll have a central teleportation hub that connects to the entire world."

The leaders murmured in approval. The foundation of Starios was beginning to take shape.

The discussion moved on to other important structures:

The Department of Dangerous Research, where experiments on powerful and potentially dangerous magical artifacts would be conducted. Protected by wards, this fortress-like building would manage forbidden magic and dark artifacts brought over from the old world.

The Arcane Treasury, a white marble building with goblin-forged locks, responsible for handling all financial affairs and trade agreements. It would ensure economic stability between the continents.

Auror Headquarters, a militaristic building where the world's most elite magical law enforcement would be based. It would house training areas for dueling and magical combat and include holding cells for high-risk criminals.

The Court of Justice, where trials would be held for those who broke magical law. Minerva McGonagall, who would serve as one of the key judges, would oversee major trials, ensuring that justice was fair but swift.

As the leaders finalized the plans for government buildings, Harry introduced another essential concept—their homes. "We'll need places for ourselves and the future leaders of this world to live near Starios," he said. "I propose we construct a residential district near the capital, called Whispering Luminous Way. It will be secluded but close enough to the government center for quick access."

The leaders nodded in agreement, and Harry continued, "Each leader will have a manor, built to reflect their culture. These will be your homes when you're in Starios for meetings or for extended stays."

Luna, ever thoughtful, chimed in with a smile, "And we'll leave space for the city to grow. Starios will evolve, and we'll need to accommodate future generations of leaders and inhabitants."

With that, the plans for Starios began to fall into place. It would be a capital unlike any other, filled with magic, culture, and history. A city that would stand the test of time and serve as the center of this new magical world.
