I won't deny that I was spooked by Lugia's method of communication, but I was at least glad that Palutena had been right in her prophecy. Lugia then spoke again
"Hear me, you band of warriors. League Army is not a spontaneous occurrence. Each and every pokemon is under the control of a single leader. Not one of man, but one of their own kind. One which commands them in a similar fashion in which I speak with you. A leader which has been found, in the past, to aid evil. An enemy who's containment did not quench his evil."
"so it's someone from the past? From my father's time?" Owain asked.
"Indeed. A pokemon made and named by men. I do not know this name given to it by its foolish creators, this rests with you to find." Lugia replied. This confused all of us. We racked our brains of the legends we'd been told as a child for any possible asset to name as the leader of League Army. The old threat of PBG had been eradicated, and his army entirely dissolved and recomposed as the residents of the Mushroom Kingdom. This ruled out any clear culprit. It was at that point that Lady Palutena opened the clouds and spoke to us.
"Hark! My scout angels have located the site of League Army's headquarters. I am told that the leader resides within a cave here in the north of the Kanto region (which is where the sea we were over was) and distributes regimens from here. The place is called Cerulean Cave as it sits just west of what was Cerulean City before League Army reduced it to rubble with most of Kanto with it. I say again, the leader of League Army resides in Cerulean Cave."
Wario took his moment to shine as he recalled the story
"Lads, we've got it. You all remember that PBG had a pokemon that had to be stopped by Lugia in the great final battle? That pokemon was exiled to a cave in northern Kanto after the battle was over. What if it managed to grow its psychic power by fighting the strong pokemon around it and then used that very power to take control of the pokemon of Kanto to make an army to take revenge? I reckon that's what we're up against boys. What was it called again...?"
"Mewtwo." I said, remembering the tale clearly "we have to take down Mewtwo to stop League Army."
