What if quirkless Izuku spent months tracking down the LOV under the guise of joining, but once he got enough info and thier main base locations he goes to the police and reports them.

Izuku made his way into the police station, skin pale as a ghost, eye bags dark and prevalent due to many sleepless months.

The receptionist, as well as a few officers who were scattered around, shot him an odd look. That wasn't surprising, not many people come into a police station to report things in person, but calling was too risky because of the threat of the League tracking his call, as well as the chance that they wouldn't take him seriously.

"I need to speak to Detective Tsukauchi." His voice was calm, serious, or as serious as a baby faced sixteen year old could sound.

Quirking an eyebrow at the teen, the receptionist began to speak, tone dismissive, "Kid, the detective is a very busy man, he doesn't have time to-"

"Actually, my schedule is free for the nest hour and a half." Tsukauchi interjected. Sending a smile towards the greenette, gesturing  to follow him into his office, "Come in and tell me why you need to see me."

Izuku made his way into the office, nervously clutching one of the straps on his messenger bag.

"So, why did you need to talk to me?" The detective asked curiously. The kid had both piqued his interest and made him uneasy, most likely due to how unhealthy the teen looked.

Sitting down across from the older man, Izuku took a deep breath, attempting to calm his racing heartbeat, "I need you to activate your quirk before I say anything."

Tsukauchi blinked in surprise at the kid, not many people knew what his quirk was within his own station, let alone outside of it, "Why is that?" He asked cautiously, and curious.

"If you don't, you might not take me seriously." The greenette replied, "What I'm going to tell you sounds insane, but it's the truth."

Nodding in understanding, Tsukauchi activated his quirk, "That's understandable. Sometimes reality can be wilder than fiction, making it hard for people to believe." He commented, gesturing for Izuku to speak.

Inhaling slowly, deeply to try and calm himself again, Izuku reached into his messenger bag, pulling out 2 notebooks before spreading them out on the desk.

Both were unassuming, standard spiral back notebooks, one A light tan color, the other a soft shade of green.

"...Over the past few months I've been trying to track down the League of Villains." The teen started hesitantly.

Tsukauchi blinked incredulously at the young man, what he was saying sounded just like he said, insane, but his quirk pinged it as the truth.

Slowly nodding in understanding, the detective encouraged the boy to continue speaking.

"I've been tracking them down for months, posing as someone who wanted to join them." Izuku continued, "It wasn't hard to catch the eye of thier recruiter, Giran, A.K.A. Okuta Kagero."

Izuku quickly grabbed the tan notebook and quickly flipped to a page about the villain. All of the information he'd gathered was there, age, hight, eye and hair color, even his quirk and how it operated. He slid the open notebook across the desk, allowing Tsukauchi to see the contents.

Tsukauchi was taken aback by the sheet amount of information presented to him. This level of analysis was hard to come by with trained professionals, and yet this teenager was sat her in front of him, providing him with vital information that could lead to the capture of one of Japan's most wanted villain organizations.

"I was exactly the type of person they were looking for, or almost anyway." The greenette began a second time, "Naive, hopeless, and wronged by society a few marks on . The only thing that would've made me a one hundred percent match would've been if I had a quirk."

"Because of this, Giran heard about my interest of joining rather quickly. Information like that spreads like wild fire in the underground, it only took him a few days to track me down and schedule a meeting with me." The greenette said.

"After a few meetings I was brought to thier first base, the one where they take possibly untrustworthy recruits to." The green haired teen then slid over the other notebook, the inside had the location of the base he was referring to, as well as a diagram and a few notes about the building itself and the surrounding area.

"I was accepted into the league rather quickly, and over the next few months I gained thier trust, took down any information I could on any member,  even if they didn't stick around long, I also noted down ever base locations, temporary or not."

"I know... I know what I've done is illegal and I'm fully prepared to take whatever consequences I receive, but..." Izuku paused for a moment, An image of Kacchan trapped within the sludge villain flashing with in his mind, "I can just sit back and watch more people get hurt by these villains, especially if they're kids like me. Even if they are training to be heroes, they're still kids, they shouldn't be needing to fight for thier lives when they aren't even halfway trained.."

"...I get what you're saying, and I want to tell you that you won't get a punishment for this, but that would be a lie." Tsukauchi replied slowly, "What you did was illegal, like you said, and it could even label you as a villain, one that's part of the League."

"I know.." Izuku said, "I was fully aware that I could be ruining my life by doing this, but I couldn't just sit back and watch people get hurt and possibly die, so I did whatever I had to to help.."

So, yeah that's a thing I thought about.

What should happen to Izuku, he is technically a villain after all.
