When people are born in this AU they are attached to a certain pokemon via a Soul-Bond. What pokemon you are attached to usually determines your personality, your quirk, and many other things.
The soul-bonded pair will meet at some point in their lives. Sometimes pokemon seek out their bonded partner, other times its the human that does so, but most of the time neither seeks the other out and they meet by chance.
Izuku just so happens to be soul-bonded to Giratina.
Giratina has also been with Izuku science his birth, she sought him out immediately when she felt the bond form.

Legendary & Mythical pokemon in this world are not immortal, but they also aren't not immortal either - When they die they reform as an egg and restart their life cycle.
A quirkless person will take on more characteristics of their bonded partner than a quirked person would - Basically their pokemon's abilities will become their quirk in a sense.
