"Care?" I hear my sister voice say, i open one eye and look up "huh?" I ask "Um your dad is calling everyone for a meeting, there's a guest here apparently. They told me not to leave until you guys come out, i'm not sure why but i'm going to wait" She says and i groan "They're seriously doing that?" I ask "I wonder why" Steve says rolling on top of me and kissing me "Happy birthday" Steve whispers and i smile before leaning up to kiss him "Are they still in there?" I hear Bucky ask before opening the door
"Bucky" I yell pulling the covers over us "A little privacy?" I ask "No, you need to get up right now. It's a serious meeting. I can't believe i am the one to talk about serious" Bucky complains "I am going to turn around and you're going to get up, get dressed and get your ass out of here" Bucky says turning his back to us, me and Steve look at each other and laugh. I get up grabbing my clothes and run to the bathroom to get dressed
I get dressed and get ready before coming out of the bathroom as Steve comes in "So who's the guest?" I ask Bucky "Let's go" Bucky says "Steve's not ready" I say "He knows how to get there" Bucky says and i roll my eyes following him out "Hey Vic" I say smiling "Sorry he didn't give me a chance" She says and i smile "Relax this is normal" I say walking away with them "Mr Secretary" I say surprised seeing him standing at the front of the meeting room "Penelope Stark or better yet Caroline Schimdt" He says and i raise my eyebrow
"News travel fast" I say as his eyes stop on my sister "She's fine" I say frowning "I can't hear what your thinking" I say surprised "That's the point" The Secretary says and we all sit down, Steve walks in and sits next to me "Five years ago, I had a heart attack. I dropped right in the middle of my back-swing. Turned out it was the best round of my life, because after 13 hours of surgery and a triple bypass . . . I found something 40 years in the Army had never taught me: Perspective. The world owes the Avengers an un-payable debt. You have fought for us, protected us, risked your lives . . . but while a great many people see you as heroes, there are some . . . who would prefer the word 'vigilantes' " The Secretary says
"And what word would you use, Mr. Secretary?" Natasha says "How about "dangerous"? What would you call a group of US-based, enhanced individuals who routinely ignore sovereign borders and inflict their will wherever they choose and who, frankly, seem unconcerned about what they leave behind?" Secretary Ross says "We are anything but unconcerned the side effects of the losses that happen within battles does not go ignored. We feel it as much as everyone else" I say annoyed
as he begins to show all the damage we have created "New York" He says showing a footage of the chitauri, the footage changes to me practically exploding in anger and slamming Steve against cars and buildings what i didn't see was the civilians i had thrown in my fit of anger, i look away "Hey" Steve says grabbing onto my hand
"Washington DC" Secretary Ross says showing footage of three Insight helicarriers, firing on each other. The destroyed Triskelion. A helicarrier crashing into the Potomac and throwing up a massive wave, engulfing citizens and the camera. Sam also looks away
"Sokovia" He says and i stare at it confused, that's why my father didn't let me come "Lagos" Secretary Ross says showing footage of paramedics moving a dead girl "Okay. That's enough" Steve says interrupting and Secretary Ross turns the screen off "For the past four years, you've operated with unlimited power and no supervision. That's an arrangement the governments of the world can no longer tolerate. But I think we have a solution." Secretary Ross says handing out an extremely thick document
"The Sokovia Accords. Approved by 117 countries . . . it states that the Avengers shall no longer be a private organization. Instead, they'll operate under the supervision of a United Nations panel, only when and if that panel deems it necessary." The Secretary says "The Avengers were formed to make the world a safer place. I feel we've done that" Steve says and i nod
