I like this idea better; Louisiana and the Canadian provinces are cousins 

Louisiana has some resentment towards them since they had a much better life and France was in their lives longer

Also she clearly favors them because they actually speak her language not some weird jumble of his 

They're the type where they may get together once a year? If they're lucky? 

He can count who likes from them on one hand

Louisiana likes to go on rants about them to DC. He does not want him to meet them

(Which I mean too late, he's clearly already met Ontario but y'know....the rest of 'em no)
