Similar to Mey-Rin, he would crush their sculls and blame it on an assassination.

Since Bardroy was in the military, he was basically trained to escape captors. So, he wasn't behind bars for long.

Alois, just like Ciel, would easily bribe the officers into releasing him.

Claude

Claude isn't even human so expect there to be a few corpses in front of the door

Hannah would easily kill them and hug you saying she was keeping you safe.

Joker has killed people before so it wasn't much of a struggle.

She has killed many as well so going to prison willingly wasn't really an option.

Dagger

Dagger's name is pretty self-explanatory, he can easily throw dagger at the officer's head.

Snake

In all honesty, I can see the officers running away. There tail between their legs as multiple snakes followed. 

Doll

She would be deceptive and pretend to be a young innocent child participating circus.

No one suspected him in the first place Due to the advantage of being a mortician.

Grell

They could never catch up to Grell. (And she can run in heels so that's just impressive)

Ronald

Like Grell, they would never keep up with him. He would most likely jump on a roof, outside of their reach.

William

William is good at keeping his identity a secret due to him having to kill people on the daily. So no one, beside other Grim Reapers, You, Sebastian, and Ciel, knew he existed.

She never killed anyone.

Madam Red (Spoilers)

Madam Red is allies with a grim reaper so she was still known as Jack the Ripper whom ran away before cops could even arrive to the scene.
