Toga didn't know why she and Twice were there with the Shie Hassaikai at first, but when she caught a glimpse of a lab and heard some talk, she realized it had something to do with a new drug they were working on.
When a little girl had ran away everyone went ballistic and Twice found out why she was so important. They were using her to make quirk erasing bullets. That's why Mr. Compress' quirk didn't work on Overhaul that night. Luckily it was still in the testing stage then. They were working on a permanent bullet when the girl ran away. Overhaul made everyone look but he was the one who ended up finding her. Apparently it was a close call because they ran into some heroes. Toga and Twice reported everything to Shigaraki and waited for instructions.

Shigaraki finally told Dabi what was going on.
"Can you believe that shit? I mean yeah we kill people but that son of a bitch is using a kid as a lab rat?" Dabi shouted, pacing around, absolutely fucken flaming. He's only ever killed lowlifes, that little girl was innocent.
"I know, I know" Shigaraki said, scratching at his neck.
"Tell them to get that fucken kid outta there!" Dabi seethed.
"Look I hear you but that's not why they're there, just let the kid get rescued by heroes" he sighed.
"Like they actually know how to save anyone, I want that kid out of there now!" Dabi said, his flames growing by the second.
"Toga said they're moving around a lot right now getting ready for something, I think we can guess those fuckers are gunna save the girl which gives us the opportunity to finally screw that guy over" Shigaraki said sternly, dragging a heavy hand down his face.
"Fine we'll wait, but if they get away we're taking the fucken kid" Dabi huffed. His flames finally subsided and he sat on the couch as they waited for an update. Why was it always kids? Him, his little brother, Izanami, always fucken kids.
"Toga says a lot's going down and the heroes are finally there for the girl" Shigaraki said, scanning over his phone. "Call Compress and Spinner over, when they get that bastard in custody we'll pay him a little visit" he continued, standing up to get ready.
Dabi got excited. He was gunna end that piece of shit child abuser. Spinner and Mr. Compress met up with the boys at the hideout and Shigaraki briefed them on the situation.
"I sure am glad that bullet was temporary" Mr. Compress muttered lowly while staring at prosthetic arm.
"Let's go already" Dabi said, clenching his fists.
"Toga hasn't called yet relax" Shigaraki sighed. He hated being the level headed one but he needed the little girl to be rescued before they showed up. He didn't want to distract the fucken heroes. Toga and Twice already threw them off; even with them sabotaging Overhaul trying to help them, the heroes were moving too slow.
"Can we at least go get a truck or something I'm going crazy waiting around" Dabi said, throwing his arms up frustratedly. Shigaraki checked the time and grumbled before agreeing. "Don't let Spinner drive" Dabi shouted on their way out.
After finding a truck to lift, they went into Shie Hassaikai territory and drove around until Toga gave them a call. Izuku saved the girl and Overhaul was arrested. With the little girl being saved they got en route to intercept Overhaul.
