It was 1995 on the Gallifrey and the doctor has a very had choice to deal with the timelords are making him to chose to keep his daughter with him at all or he could send her off to an unsuspected family that lived on earth would look after her properly to make sure that she is well card for, also he would keep an eye her even though he change his appearance without his own fault and he hopes that one day if or when they both meet up so he could explain why she doesn't feel like she belongs with her peers, he made the most difficult choice to make in his whole life he placed courtney in care of the hope family, he kepted a photo of courtney beside susan his granddaughter.
So the time past by the doctor always had the time to keep an eye on courtney whenever he was trying to saved the world in his own with the help from his companions which keeps coming and going for the last 27 years give or take.
He has missed her first steps, first words, her first day at school all because of the gallifreyian law that any unusual activity that surround the capital around of courtneys birth the doctor decided to place her on earth with the hope family so the timelords wont find out about courtney.
