And on to the chapter.
A cliffhanger is not a sense of suspense for the character, but for the audience.
I just started reading a story that looked good. Never judge a book by it's cover. 150 word first chapter that ends with the main character going down for breakfast. In the A/N, the writer wrote "Ooh cliffhanger."
That's not a cliffhanger. Frankly, I don't give a shit about your protagonist because if a "cliffhanger" is what she's having for breakfast, she must have an incredibly boring life.
A cliffhanger would've been something more along these lines:
"MAT!" Luke yelled, swinging himself over the side of the boat, reaching out for my hands.
My pitiful whimper of a response was muffled by the roaring engine of the vessel I was hanging onto for dear life.
I could hear the other boat behind me, the large motor approaching, slowly, steadily. Well not at all but if you cancel out our speed.
I knew exactly what I had to do and I wasn't looking forward to it. The moment I felt the bow of our follower, I let go.

There's a cliffhanger. A crappy one? Yes. But still a cliffhanger.
