Kenji Tsurugamae sits in his office, waiting anxiously for Detective Tsukauchi's report.
This boy the Urarakas had brought in, he was a complete enigma. Nobody in the force could put a name to his face or his DNA. The boy was found with a rifle that nobody, not even ballistics experts, could identify. There was a speculation that the boy had crafted it himself, but its inner workings were extraordinarily complicated. There was no possible way, according to professional psychiatrists, that a boy of his age could make something this complicated.
Only when the detective found the boy's license for carrying firearms could they finally connect his face with a name: Izuku Midoriya. However, Izuku Midoriya didn't make a name pop up on the government database. The data of acquisition on it was extraordinary: 6/29/2054. It was thought to be fake at first, but extraordinarily enough, the license had all the signs of a legitimate, government-issued LTC. Whether it was fake or not was still a major debate.
As for the rifle itself, it was, as an expert put it, "something from a future era." It was stronger than military-issued weaponry, capable of shooting 7.62mm rounds through steel plates half a foot thick. However, it was determined that the weapon wasn't designed to fire 7.62mm rounds. The type of ammunition meant for firing such a weapon was something that was still being tested for.
After numerous tests, it was determined that this Izuku Midoriya was Quirkless. He showed no biological signs of owning a Quirk or being born with one. However, under heavy surveillance, light green lightning was seen buzzing from his body from time to time.
A knock snaps the chief out of his thoughts.
"Come in," he says.
Detective Tsukauchi opens the door, poking his head in.
"Hello, Chief," the detective says. "I would just like to remind you that the boy is conscious and responsive."
"When did he wake up?" the chief asks, raising a furry eyebrow.
"About an hour ago," the detective replies with. "He is responsive and capable of answering questions. Do you wish to talk to him?"
"Bring me to him immediately," the chief says, getting up from his seat.

"Where am I?" Izuku asks the canine chief of police, who's sitting in a chair beside the boy's hospital bed. "Is this a hospital?"
"Yes, this is a hospital," the chief asks. "Would you like to tell me who you are?"
"Well, since you have my license, you should know that," Izuku says.
"Yes, we have your license, as well as weaponry which shouldn't be on a fifteen-year-old boy such as yourself," the chief says. "Plus, the acquisition date on your license is extraordinary and, frankly, your license seems fake."
"Fake?" Izuku asks, raising an eyebrow. "And what about the date on that license is extraordinary? I got that license exactly two months after the First Light."
"First Light?" the chief asks.
"How do you not know what the First Light is?" Izuku asks. "Everybody knows what the First Light is, and I mean, everybody."
"Ok, first of all, do you know what the date of today is?" the chief asks. "January 2, 2014."
"What the hell? 2014?"
"Yes, a date set in 2054 isn't exactly a credible date," the chief says. "So, as a result, you're illegally holding weapons and we have the right to keep you in custody. Now, I know our doctors have identified you as Quirkless, but I would like to ask you myself, what is your Quirk? If you tell us the truth, then we'll make your life a bit easier."
