In 2005 Postal workers in Russia were issued guns and bullet proof vests to deter thugs from stealing cash welfare payments. Delivery staff have often been the target of violent attacks. In September, 2005 a 56-year-old post worker was seriously injured in Vladimir, near Moscow, when attacked with a wooden club by a homeless man who stole 17,000 roubles (about $453USD I think) in pension payments. However there were many who disliked the knew issuing as some believed the thugs would simply steal the guns and the money.
