The man who truly made Batman the way we know him as, was not Bob Kane but rather Bill Finger - the man who got screwed over for credit of creating Batman. Bill Finger did not receive contemporaneous credit for his hand in the development of Batman it was only later after Bill Fingers death that Bob Kane acknowledged Bill Finger's contributions towards Batman.
Bill Finger's biographer Marc Tyler Nobleman described Bob Kane showed Batman to editor Vin Sullivan without Bill. Vin promptly wanted to run Batman, and Bob negotiated a deal also without including Bill. Finger wrote both the initial script for Batman's debut in Detective Comics #27 (May 1939) and the character's second appearance, while Bob Kane did provide the art. Batman proved a massive hit, and Bill Finger went on to write many of the early Batman stories, including making major contributions to the Joker character. It's only been recently that any sort of credit to Bill Finger's name has made it into the Films and Comics for Batman.
