It's true that the "Indian Shooting a Star", as it's called, is on tootsie wrapper. However the prize of find a wrapper with the figure is not. No one is sure where the rumor started but it has been given life throughout the ages with stores giving children free tootsies pops once they turn in a wrapper with the Indian Shooting a Star. It's also not that rare, about 30% of Tootsie Pop wrapper can be found with the figure.
