So much flirting, oh my god. This man is a flirt at all times of the day; on or off duty; in public or alone. He can make anything into a flirtatious comment, much to everyone else's dismay (they'd just groan and roll their eyes). The public comments would only happen once you two were officially a couple, though.

He'd be big on PDA, unless in a serious situation. But he wouldn't be afraid to hold your hand in the corridors, kiss you softly in the messhall, look at you lovingly from across the room, and, as I mentioned, make flirty comments. He'd just love to show you off and to show your love off to others.

You two would have dates on the holodeck often. He'd enlist Harry's expertise to create programs for you two (sometimes Harry would end up third-wheeling). You'd also attend the various events on board, like the talent show and the children's science fairs. Any time there was an event, you can bet anything that Tom would take you to it (unless you didn't feel up for it, then you two would just have some quiet time in your quarters).

Tom would never shy away from having serious conversations with you. He wants to create a future with you; a life with you. If that meant having sometimes complex and hard conversations, then so be it.

He's not a very jealous person. He trusts you and he's happy to see you having a good time with others. He is a bit protective, though, and might be wary of the other person (say, an alien getting a little too close). But he wouldn't intervene unless you showed signs of distress or discomfort, or if he feared for your safety. In those cases, he'd be happy to play the knight in shining armour coming to save you.

Speaking of which, he'd be protective of your welfare on missions and in crisis situations. If possible, he'd check in on you (on away missions), and would put himself between you and danger. And if you ever got hurt, he would use every ounce of his nursing training to help you.

Tom never really pictured himself being a long-term commitment kind of person, but with you it just feels so natural. Everything that advances your relationship (from first kiss to first time being intimate to moving in, etc.) it just makes him feel so good inside; like he's gaining pieces of himself he didn't know he was missing. You completed him, and he completed you.
