A world where the rich have a fucked up form of entertainment. They pay for and buy serial killers and release them, drones follow them around to live stream the gore and murder to the rich people. Some bet with eachother over number of kills, how long till the killer gets killed, and so on.
The owned/bought killers are branded, so the local police know not to bother or mess with them.
