The 100 are government licensed superheroes. Maybe have magic work in this world like how it works in magic based story. It'd be 20 teams of 5, each with a different job in the country. Like some would work in certain regions while others dealt with specific types of villains, like one team only deals with magic villains while another only takes on villains in the northeastern region of the US.
Maybe each country or area of the world has their own version of the 100. Maybe a made up country has an evil version that's set on world domination.
