You were not surprised at this sort of behavior at all. In fact this was just the sort of cognitive dissonance the people in your village started having after many of them converted. So this was all par for the course.
The air in the room was shacking from the Charlie's anguished cries. This was definitely a rough one, this hotel meant the world to her. Your outburst months ago before made her much more aware of others feelings, and she did in turn become much more understanding of others in such regard. Ironically, it really helped her connect with some of the residents. But it didn't really change her mind that making the hotel work, believing getting as many sinners up to heaven as possible would be a good thing. This trampled on that.
But something else caught your attention, "You said it started." You pointed out, and Emily turned to look at you, her eyes going between you and Alastor who was holding you around the shoulders. She seemed completely confused by Charlie's and the others reaction to her news. Everyone's heads popped up to look at you for clarification, "You said, 'it started because' so something else happened for you to get cast down."
"Well yea, I presented my idea about Pentious and they got mad, and then I also tried to loosen their rules about the 'inate sinner' clause they presented you with." Emily shrugged a little, "I don't know I don't see why we need to prove that like the worst of the worst need to be redeemed, you know? I thought the.... the... wait... who was it again?"
"Who was what?" Charlie paused enough from her crying to ask.
"The person. The person helping me to convince the court. Who... were they?" Emily looked down putting her head into her hands like she was trying to remember something. "I remember telling you about them when you came up. I remember telling Sera they might have a point, but I don't remember their face or their name."
"Interesting." Alastor mused. "So they want war."
"What?!" Vaggie exclaimed, "How did you get to that conclusion? I can see how they want the hotel to fail, but why would they want war?"
"Oh dear gods." You sighed, "Its obvious isn't it? They have the ability to erase memories of the fallen - which they used because for some reason they don't want us to know who the other person that has been trying to help the hotel is. If they just wanted the hotel to fail, they shouldn't have sent Emily down at all, or at least erased all of her memories regarding your snake friend too.
"No? Why would they thats information that could help the hotel!" Emily protested.
"Still on that huh? Listen girlie, I will not be the one to explain to you how the world works because I really don't fucking care to, but suffice it to say your little gift of lost memories is something that will cause the hotel to borderline fail immediately as soon as its revealed to the masses. If you can't figure out why, well I'm sure Hell will teach it to you." You glared at her for a moment, her happy smile dissipating before your eyes. You felt a small squeeze from Alastor on your shoulder.
"Oh, I get it." Lucifer piped up, still holding Charlie. "By casting her down here with that information, its either we get them a sinner that satisfies their conditions which would be almost impossible knowing this, or they can say the hotel is a failure and therefore the exterminations will keep happening. But since Hell now knows redemption is possible and that their loved ones up there were forced to forget, it will cause an uprising, so it gives them an excuse to wipe the slate clean."
"But why go through all that trouble?" Angel waved his hand dismissively, "They could just exterminate us all and be done with it."
"Twisted logic." You answered, and again, everybody looked to you for clarification. Goodness do you have to spell everything out for them? "Making hell out to be the aggressors makes it easier to justify all they do. They still want to believe they deserve to stay in heaven after all."
