Details: A mortal serial killer, Jackson Ward was executed at Alcatraz Island in 1963 and his remains were buried in Palo Alto. His spirit, however, did not cross over as he was consumed by hatred towards those responsible for imprisoning him and sought revenge.
And so his ghost remained in Alcatraz, haunting the facility for 35 years. In this time his vengeful desires never abated, and instead he used it to fuel new abilities, such as becoming solid long enough to take hold of objects or people on the mortal plane. But his spirit was trapped on the island, unable to leave or cross the body of water between him and those he sought to destroy.
An opportunity to accomplish this came to Ward one day in the form of a crafty soul collector named Charon. She'd initially come for his soul but he was able to refuse on the basis of his desire for vengeance. Charon had her own agenda and realised that Ward would be the perfect tool in fulfilling it, and thus she provided him a corpse to temporarily possess in order to leave the island. Phoebe happened to be at the prison with a tour group and witnessed Ward's jailbreak, prompting her to investigate further.

Upon reaching the mainland, Ward immediately set out to reap his revenge, targeting his prosecutor's son and thereafter the judge who sentenced him. Meanwhile, Andy discovered an ectoplasmic residue on the murder weapon while investigating the first crime scene, which upon analysis revealed the murderer to be Ward. Since the mortal Ward had been dead for over three decades, Andy knew this was yet another supernatural case but now, thankfully, he was able to turn to Prue and her magic for assistance.
