Details: An upper-level demon who was dispatched from The Underworld by The Source himself to investigate how so many demons, warlocks and other forces of evil had been vanquished by The Charmed Ones when they were still so new to their magic.
Rodriguez posed as an Internal Affairs investigator at the San Francisco Police Dept. in an attempt to get Andy to reveal what he knew about the sisters.
Rodriguez knew that all of Andy's unsolved or weird cases involved the sisters as well as the evils they had vanquished. Andy didn't crack and kept the sisters' secret, leading to Rodriguez taking drastic measures.
Rodriguez killed his IA partner and prepared to go after The Charmed Ones directly. The Source sent the demonic sorcerer Tempus to assist Rodriguez and he place a time charm upon the demon.
This meant that every time he was vanquished by the witches, the day would restart, with only Rodriguez and Tempus aware of this time loop so that Rodriguez could learn from his mistakes and succeed with the following attempt.
Indeed Rodriguez got closer to his goal each time he faced the sisters — killing Phoebe the first time and the next both Phoebe and Piper lay dead.

Prue remained the most difficult to kill because she could avert his power. Phoebe managed to figure out that they were stuck in a time loop thanks to her psychic power of premonition and so the sisters were able to prepare for Rodriguez's next attack.
They weren't prepared, however, for Andy to burst through the door and try and save them from Rodriguez.
Andy had been keeping an eye on the girls for their safety and saw Rodriguez display his demonic visage to Kit when she had hissed at him outside, understanding that Rodriguez was coming for blood, their blood, and not just to talk, as Prue believed.
Andy therefore rushed in to the Manor to try and help but was killed by Rodriguez.

Piper froze Rodriguez and they managed to tie him up with rope. The sisters cast a spell to push time 24hrs ahead, which broke the time loop by removing Tempus from the timeline and defeating him.
Prue then freed Rodriguez and told him to leave as she didn't feel comfortable in killing a restrained demon.
Rodriguez was undone by his own arrogance. He tried one final time to kill The Charmed Ones by firing an energy ball at them but Prue deviated it back at him, vanquishing him once and for all in a stunning electric spectacle.

Magic: There was no spell or vanquish provided for Rodriguez, which probably meant that the Charmed One's own powers were more than capable. Since he's an Upper-Level demon it may have required a potion containing a piece of his flesh to vanquish him otherwise.
