"What is the significance of the Bill of Rights?" asked Arthur.

"Government is powerful. When unlimited, it becomes tyrannical. The Bill of Rights is a guarantee that there are certain areas of a person's life, liberty, and property which governmental power may not touch," replied Miguel.

"What powers of the government are limited by the Bill of Rights?" asked Arthur.

"All powers of the government are limited by the Bill of Rights," replied Miguel.

"Generally, what are these powers?" asked Arthur.

"The totality of governmental power is contained in three great powers:
Police Power..."

A man forcibly opens a child's room and points his gun at him.

"Where are the drugs!?" asked the cop.

"What?" asked the kid, raising his hands.

*BANG BANG BANG*

"...Power of Eminent Domain..." said Miguel.

"Please! We don't have a place to live! There are twelve of us!"

"Then you should've thought about living here, lady. Tear the house down."

*SLAM*

"...And Power of Taxation..."

Miguel, in the future, is seen beating a man in the streets with Star Platinum. 

"You're going to bring back that poor family's money, or I'll be coming for you!" he whispered, pointing to his face.

"My men will hunt you down-..."

"Then it's a date, Mr. Mayor," whispered Miguel, as he uses his bare hand to dislocate the man's jaw.

Miguel in the past was then patted on the head by his father.

"It's getting late," Arthur said.

"Dad... When Funny Valentino was our President... or... Dictator... were things better?" asked Miguel.

"Things were just about the same, Miguel," replied Arthur.

"They why do people say he was one of the best leaders, while others say he was the worst?" asked Miguel.

"Because he works for the law, Miguel," said Arthur. 

"Some of them... the guys who work for the law... do it for money," said Miguel, crossing his arms.

"Yeah," said Arthur. "But some of them do it because they think it's right."

"What if it isn't right?" asked Miguel.

"Read the Bible, kid," he smiled.

"I want to live in a world where things aren't so weird..." said Miguel.

"You think it's weird?" asked Arthur, chuckling. "It's pretty normal at this point."

"I'll try to fix things, Dad," said Miguel. "I'll try to find a way for us to live peacefully. It's a world where people don't have to hurt each other...
People always bully me because I talk to myself, sometimes...
And I hate it...
If people out there are bullying other people like me, too, I'll knock some sense into them."

Arthur sighs.

"Miguel..." said Arthur, rather sadly.

"I have to tell you something."
