He has once kept the company of his mentor- and it isn't common of him to go by unnoticed, after hours of presenting nothing more but silence.
Todoroki isn't one to fill the silence. His ick towards that applies especially to when adults are of the case. Communication and small-talk haven't been the worse from his end ever since graduating to the upper-secondary course of his high school years, albeit the teen is highly selective of whom his words are exchanged with.

With about his sixth time circulating back into the venue, his behavior grows suspicious. He's wandering into a valley with no purpose of keeping an eye for anything else other than whatever has caught his attention deep in that dark, relatively abandoned alleyway.
He'll wander in, stay gone from the main venue for about three minutes, and walk back out as if he expects someone. More and more, an emotionless stare turns hurt and concerned.

What had once drawn him in was the smell-- being on patrol requires his attention to unusual things, so him having strayed from his task at hand to investigate his curiosity and downright concern wasn't out of the usual or illicit. And what kept hero-in-training Todoroki in that dark, rundown, dirtied alleyway, was the discovery of an abandoned shop.

In his twenty minutes of presence, Todoroki hasn't yet discovered what the shop prioritizes itself on. He's noticed its ceiling to be deprived of light bulbs and the tiled floors have been broken and dug up from their cemented placing. The place looks like the aftermath of an attack or a severe robbery.
On shelves, he's found rusty cans of quick-prep food and old, expired cosmetic products. The back is lined with empty fridges.
Behind the counter are shelves of over-the-counter drugs; cigarettes and chewing tobacco along nicotine gum and some brands of edibles in boxes. Reusable bags remain untouched and hanging from those shelves as well. And those findings build an average convenience store to any passerby, but what corners the stores have Todoroki stumped.

Cages. Tanks.

Live animals, left at the hands of peril and diseases and infections, wrapped by neglect and abuse.

Most tanks and cages are empty; the water in the tanks is made putrid by decayed fish or crustaceans and the metal cages piled to heights of at most four cages are either opened or empty.
In the corner, beside the counter, a metal crate encages four bloated bodies of deceased pups. Their state paints the picture of about a month's worth of neglect after having passed on and their bodies represent the heart-rending truth of abuse and infections.

What keeps Todoroki glued to the open, street-corner, two-wall shop are the live ones.
The metal, rotting cage of what he's glanced to be about five kittens and a fully-grown cat abandoned at the front of the store, facing the dead-end street.

He's sick to his stomach over everything about the shop- from its stench down to its condition, and the animals- but he keeps returning. He keeps kneeling in front of that cage and prodding at it with sticks he's gathered from the street, whining aloud and crying if it were common of him.
He's visibly frowning, speaking as if the kittens can understand him. But to him, they do. To him, his speech has been bringing them the hope he finds in their eyes. They seem agitated to see him-- agitated in a relieved, hopeful way-- and they fall against the stick he pokes the cage with, meowing and trying to paw at it in the tight space they've all been squeezed into.
