Everyone can make mistakes, everyone can regret their actions, everyone can say "sorry" all the time, but not everyone can make peace with other people's mistakes towards themselves. Maybe not because of the person who caused the pain, but not everyone can come to peace with themselves and forgive the past and memories that have been in their life.
