The card hints at the possibility of his capture, but more so at the idea of karmic retribution rather than social justice. The item being taken may be tangible, but because this is a swords card, it may be intangible, such as an idea, confidence, or freedom.

In the Universal Waite card, the thief is brightly dressed and prancing around in the daylight. He is not making any attempt at stealth. In addition, he leaves behind two swords, which can easily be used against him by any pursuers. The focus seems to be on the stupidity of the thief.
Core meaning: Someone has taken something.
The Legacy card shows a stealthy thief working under the cover of night. No matter how clever he is, he probably doesn't realize there is a witness—the magpie. Because this is a bird and not a human, it hints at a more natural law and karmic retribution.
The Shadowscapes card shows a thief admiring his bounty. Feeling hidden in the darkness and behind a rock, he, like the Legacy thief, is unaware of a witness to his actions. He believes he has gotten away with something, but the swan seems to think otherwise.
