"Is that an insult or a 'to-do-list'?"

"Did you really think I would let you go?" Xavier asked bitterly.
I looked up into his mesmerizing eyes and said, "I had hoped so."
He growled, one so loud, it had the room shaking. In a second, he had me wrapped in his arms.
"Never." He whispered in an almost vulnerable voice.

A ruthless action is said to be done forcefully and thoroughly, without much care for its effect on other people whilst if you say that someone is reckless, you mean that they act in a way that shows they do not care about danger.
