Summary: SCP-107 is the top part of a turtle's shell. It is assumed to be made of chitin, like any other turtle shell, but this hypothesis has yet to be proven/disproven, as 107 is very resistant to damage. When 107 is filled with a liquid, with the exception of the element mercury, it is promptly absorbed through unknown means, 107's red edge glows, and in a defined area around 107, it begins to rain said liquid. The amount of rain is directly proportional to the amount of liquid 107 is filled with. The rain has varying effects on plant life, but only if the plants are in 107's area of effect when they're rained on. Collected rainwater has no anomalous effects when used on plants outside of the area. Water produced rain that greatly increased the growth rate and greenness of surrounding plants, causing some to produce large fruits which grew larger the more water was added. Human urine produced rain (urine) that killed the surrounding grass and grew passive pitcher plants in its place. Only by increasing the amount of urine were said plants about to digest anything. Human blood produced rain (genetically identical blood) that killed the grass instantly and caused massive and aggressive carnivorous Venus flytraps to grow. Human saliva produced rain (saliva) that caused surrounding non-grass plants to grow sacs of harmless saliva, that would burst upon approaching individuals. Superglue produced rain (superglue) that grew plants with extremely sticky sheens covering them, entrapping insects, and protecting the plants from them. Orange juice produced rain (orange juice) that caused plants to grow an unknown citrus fruit with no anomalous properties or side effects, besides it not existing anywhere else in the world.
Usefulness: Very useful for parts of the world plagued by droughts, but the area of effect is never any larger than 10 kilometers across, so in larger areas it would need to be moved and utilized multiple times. Still, for small communities it's a quick and effective way to combat a drought, seeing as how the rain and plants produced by adding water aren't anomalous to interact with.
Against 682: I guess you could make it rain acid, but there's no telling what kind of plants that would produce, and 682 would probably just adapt to the acid before it was able to inflict any real damage, though it may slow it down just enough to recontain it in the event of a full-on site breach by 682.
