Ministry Changes

They all just talk for a while as dinner is prepared each of them taking some time to play with Jack. Bella shows Percy how to use his phone properly. Then Magenta comes back and informs them that dinner is ready. They sit down at the table and while Jack is distracted with the food get on the real subject of the night.

"So it was discovered that Fudge was getting advice from Dumbledor and taking bribes under the table. Thus everyone wanted him removed as the minister," Arthur starts. 

"So after a while of debating and getting the publics opinion through a vote it was decided that for the interest of the British Magical Community that Lucius Malfoy would be the new Minister of Magic." Percy continues

"The first thing he did was look over all the personel and their records. He noticed where some of them were ignoring certain policies yet at other times they would follow those same policies." Arthur picks up again. "So he set up a task force with completely neutral parties and made sure thay would not for any reason accept a bribe and opened an investigation."

"He had to go have a chat with the Goblins about lookimg into if it were possible policy flipping people where takimg bribes. He was very polite about it." Bill says, "and he should be."

"Right, the Goblins literally control the flow of money in the Magical community and should be shown proper respect for that," Bella says.

"Right," Blaise agrees, and the rest of the people at the table nod, minus Jack.

"Anyway after starting the investigation into those picking and chosing when to enforce certain policies and when not to, the next thing Lucius did was look into the operation of each department."

"That lead to him getting the whole Muggle Borns can't be a Ministry Department head out of the window. Now a department head must pass a certain test for that department and not have major infractions on their record."

"Basically the tests prove that the person knows what to do with a situation that involves their department based on Ministry policies."

"And the infraction check makes sure thay are doing what they are supposed to be doing. This will also only go back five years." Percy says.

"He also moved people to other departments claiming it will be a better use of their skills." Arthur says. "He moved me from the Abuse of Muggle Objects Department to the Child Service Department saying that even if I had two children that turned out to be very bad apples that the other five turned out to be rather decent people even if two are the ultimate pranksters."

"He put me in charge of Unspeakables, and no, I cannot discuss that further." Percy says.

"Then he discovered how slow, not to mention inefficient our messaging system was." Arthur says. "Which is when he went and got everyone a phone. He is actually really nice, I don't see why Molly never liked him. He even got a guy from the phone company to come out and show us how they worked."

"There was a girl in my department, not a guy." Percy says. "And Lucius only got one representative to come."

"It was a man."

"It was a girl."

"It may have been a genderfluid person and they dressed like a man one day and a girl another day," Bill says. "It is not uncommon outside of Great Britain. I've come across someone like that in just about every country. Not everytime I go., of course."

"So one day they could be a girl?" Percy asks

"And then the next day they could be a guy?"

"Exactly," Bill says.

"We actually have someone like that on the reserve. When they're a girl she goes by Andrea and when a boy, Andrew." Charlie says. "Anyway back to the ministry."

"Bribery, task force, communication." Arthur starts listing.

"Oh, the children." Percy says. "He completley gutted what we had of a child protective services department after further investigating your case. Everyone who had been on the department from the head down was fired. Dad was made the new head after about a month."

"There were cases of abuse left and right, cases of neglect and no place to take the children until a proper home could be found for them." Arthur says. "Lucius opened up his house but even that got crowded. So now we are looking for a place to turn into an orphanage."

"Ravenclaw castle or Hufflepuff Manor." Bella says, "take your pick."

"Wair, what?"

"You can either turn Ravenclaw castle into an orphanage or Hufflepuff manor." Bella says. "Actually take them both one can be an orphanage, the other a primary school. Parents who need to work or can't afford tutors for their children can send them to the primary school to learn or the orphange if they need to work."

"So the orphange will double as a day care"

"Which will give ot some income to better care for the children," Bella says with a nod. "I'll go see the goblins about next week and as soon as you get the correct paper work you can set to work."

"Lucius is going to be so relieved to hear that."
