Some country's chemical weapons lab develops a potent aphrodisiac that can be dispersed over a city or region by airburst; long-range ballistic missile that pops high in the atmosphere and distributes its payload over a radius of a hundred miles. Orgies in the streets, people unable to focus enough to do their jobs. A couple of days later the affected are still finding it hard to control their hormones, but there's a massive backlash and regret from moral guardians. The intent is that the resulting turmoil will disrupt infrastructure, and distract or incapacitate ground troops, leaving the border open to invading forces; as well as making it so much harder for people to stick to the commandments of their religion (which presumably has a demoralising effect)
The heroes are a bunch of ace soldiers who realise they're the only ones clear-headed enough to organise a defence against the approaching invasion force.
