This story follows the adventures of an agent of the Bureau of Second Chances. This agency is dedicated to helping kids who've had a poor childhood find somewhere happier. Abused children, those brainwashed or coerced into denying their true identity by some cult or religious group, and those who have been permanently condemned to a life of crime by their poor upbringing. Generally, the abductees range in age from 14 to 19, although a few are older. The Bureau sends out a single agent for each case, although at times he can request assistance. A lot of them need a small team, but this guy is one of the elites: he can complete just about any case by himself. His job is to pick up a subject, leave evidence to suggest that they've run off somewhere so that there's no search, and then find a discreet place where the subject can be subjected to hypnosis, drugs, and other methods to condition them back to the trust levels of a small child. Then they can be handed over to the specialists; undergoing intensive treatments for physical and further mental regression, before finally being adopted by carefully-vetted families. The people who had the worst childhoods can then start over, growing up with a loving family, and go on to lead productive lives.

On this one particular case, he picks up a college girl whose psychiatrist has said she's haunted by nightmares and panic attacks because of consistent abuse by her parents. She does her best to hide her trauma, but even when she plays the role of a happy party girl, she's screaming on the inside. The agent knows how to proceed; he picks her up at a party, doses her with drugs to make her incredibly suggestible, and then puts her in an improvised conditioning room with voice tracks and spirals, to slowly melt her resistance and accept that she needs to let go of the memories that twisted her so much.

But that's when the agent comes across something unexpected. He sees a girl he helped a dozen years ago. But she doesn't look like a teenager. She should have been regressed back to a toddler and then allowed to grow up again with her forever family; but she looks like she's in her late twenties. Still recognisable, and dressed like a toddler, but she seems even more panicked than she was when he first rescued her. It turns out she's managed to hold onto just a fragment of her adult memories even through all the brainwashing, and escaped from her new family as soon as she had the chance. She wants to return to the family who raised her, despite everything they did, and the agent can't understand that. Until he learns that she wasn't being raised again by a loving family who could fill in the childhood she missed. She was "adopted" by her cousin and his boyfriend, who share an adult baby fetish. She was forcibly regressed, drugged so she was too weak to fight back, and then sold to this rich couple for some kind of bizarre sexual slavery. She describes it as torture; and the agent can tell how distraught she is.

He resolves to find out what happened; how people like that could pass the Bureau's screening, and how she could possibly have been sent off for adoption without getting the physical treatment. And that's when he discovers the Bureau's adoption application portal; a very secure website where people can apply to be parents. It advertises subjects who have been drugged or brainwashed into submission; claims that you can do whatever you want with them. It even lets applicant select the person they want to adopt. So this poor girl's cousin thought she was cute, and applied to have her abducted and conditioned for him. She'd never had a bad childhood; that was all just a lie so they could get agents with actual empathy. There is no method for physical regression, and no real second chances.

When he realises what he's done, this agent sends a report to the police, and does his best to get the girl to safety. But he quickly realises that one of the local cops is actually in on the scheme, and is prepared to deliver her back to her "daddies". So he starts to run.

By the time he gets back to his current victim, she's had an unprecedented two and a half days subjected to the brainwashing protocol, locked in a room with no food or sanitation. She's in a terrible state, and her mind is already breaking down. He knows this is his fault, and he has to help her get back to normal. But that means he has to go on the run with two girls at different stages of regression, while the Bureau's best agents are trying to hunt them down. When they're caught, they're all taken in for high-intensity regression therapy. Maybe his skills will be enough to escape, but when he's going up against other elite agents, nothing is guaranteed.
