Blue Diamond is humongous as you can see. Her Pearl is at her knee while she's sitting down. Blue Diamond is the size of a fusion. Look at Pearl's hologram. See the gems around the statue? Those are the gems aboard the ship in "The Answer" those gems still worshipped blue diamond and hated the rebels. That means that statue in the middle with the same gem position and shape must be the tremendous gem that's in "The Answer."
The gem in "The Answer" is a fusion. Why? You may ask. What if you were a high-class gem that someone wanted to take out especially? You would fuse with someone so you were strong enough to easily fight back. If a fusion poofs in battle the two or more gems inside don't poof. That gives you another chance to escape. She fused for defensive purposes.
This also explains why she's wearing a robe, to cover her arms, and a hood that's covering her eyes.
