    I believe that Jasper came from the Beta Kindergarten and that the Beta Kindergarten is where the lesser Quartz Soilders were made where the Alpha Kindergarten was for the Pure, Perfect Quartzes.
    
                          
    Peridot said that the beta kindergarten wasn't nearly as impressive as Amethyst's and maybe that's why. It was a waste bin or recycling center for the imperfect Quartzes to be made.
