CLEO had woken up with the first Gladers, a group of thirty-one teenagers, including her. After a few groggy minutes she came to several conclusions, one being that she was the only girl in the entire Glade. At first, it had been hard, they'd only seen her as the one girl in the entirety of their fucked-up world. Then she became Cleo, Creepy Cleo.
She'd become several things, as everyone else did, but she primarily settled on being the Keeper of the Baggers, which didn't earn her the best title, even if most of the time she was helping the Cooks or the Med-Jacks due to the lack of deaths and violence in the Glade. Still, your name wasn't the best if everyone saw you as the Grim Reaper. No one knew her, or why she did what she did.
When Minho, the recently-elected Keeper of the Runners, comes into the Homestead, Cleo immediately expects the worse and straightens her shoulders, expecting to be informed of a new death. Except Minho was there to see a Med-Jack about a questionable injury to his ankle. In the end, Cleo wasn't too much help due to the fact that she new next-to-nothing about anything besides setting the broken bone, but she just-so-happened to be the person who got stuck with Minho every time he visited for his ankle. Until he started to seek her out even when she wasn't in the Homestead, even when his ankle was fine.
Minho might not see her as the Grim Reaper, and the rest of the Glade might not at times, but Cleo knew she was.
Wherever she went, death followed. And she'd be damned if she let the one person who didn't see her as a freak die, too.

→ she's named after cleopatra, the last ruler of egypt!
→ the baggers are kinda simple, they're the people who bury the dead in the glade, plus they're like the police of the glade (if you want to read up on them, you can). cleo's the keeper of them, hence the 'creepy cleo,' since everyone is a bit scared of her, but also because they resent her because she buries everyone which reminds them of everyone who's died.
→ everyone thinks she's creepy because she "jumped" at the chance to bury someone, but that was the third day in the glade when someone died, and no one wanted to bury them, so cleo did (she didn't want to, but no one else was going to). eventually, the role fell onto her. this is important to her storyline and character!!
→ minho doesn't see her as the grim reaper, because he knows why she did it. he starts to visit her even after the injury heals because he thinks she's "neat" as he puts it, because she isn't like anyone else in the glade. (also, cleo does get harassed, though it's not as much due to them thinking she's the grim reaper. let's be honest, it's a bunch of teenage boys and one girl.)
→ cleo pushes minho away because she has the mindset that if she gets close to anyone they die, because every time she made a friend they died, though it wasn't her fault. also, because of being a bagger, she doesn't express her emotions, so that's another reason why people call her creepy cleo!
→ this is set pre tmr. you can decide if you want to go into tmr, when thomas comes, but if it does go into tmr, cleo wouldn't be popular when all the death comes.
