3rd POV:

LeMillion sat there in his jail cell wondering why the leader of the Verdant group wanted to talk to him. "What do you want Verdant Emperor?" LeMillon asked with a stressed tone since he honestly didn't know what has happened after he lost in his fight. He wondered if all the people on his team had died during the operation or if they were able to escape because it was clear the mission had failed since Verdant Emperor was sitting in front of him. These were all of the thoughts that went through LeMillion's mind as he watched Izuku Midoriya aka Verdant Emperor examine him as he sat in the cell. LeMillon wondered if he was going to die in all honestly.

"To talk is why I am here and what I want... well, let's say I am interested to learn your viewpoints on the world," Izuku said as he sat there watching and reading the body language of LeMillon. "Though first I want to ask you the question again. Are you a soldier or a hero?" Izuku asked as he waited for LeMillon to answer the question because it made all the difference in how LeMillon should be acting. If he was a hero then he should be denouncing the government's actions and looking into the crimes that they had leaked when the entire war started since those that caused it are still in power. Hell, even Endeavor is only in the hospital and hasn't been arrested formally as he should be. However, if LeMillion is a soldier then Izuku could understand his need to follow orders as he wasn't his own master of his life but just a puppet that had to obey the government, unlike the heroes who could just resign and say no to the government.

Taking Hawks as an example who used to be a Pro Hero but now he works in the Verdant controlled lands as an agent with the police. He goes around saving people under the police authority but with more clear guidelines and transparency of his job. In truth about a quarter of the Pro Heros that were stranded in the Verdant controlled land had ended up joining the police force and started to undergo training to comply with the new rules and regulations that they were putting in place. Some things included body cameras that had to be placed on their bodies whenever they were on duty or acting with the authority of their position. There was also a more standardized uniform that was tailored to meet individual quirks as well. Overall, this new unit of the police's job was to handle large issues and if they encountered small issues they were meant to try to resolve the issue without quirk usage first. The police responded more to most things and had the authority to use their quirks as well if the individual in the incident couldn't be subdued without quirk usage.

However, everything was far more transparent in regards to police actions. There was also far less crime as well since people were permitted to use their quirks if they obtained the permits from the police department. Overall, Izuku saw the society that was under his control improving far better even though the overall structure of the government was the same as the previous government with only some changes. As such, he truly wondered how LeMillon could still see him as a villain when this was a war of freedom.

LeMillon finally answered as all the previous thoughts had gone through Izuku's head as he waited for the answer. "I am a Pro Hero and one day you will be stopped," LeMillon said and Izuku sighed in disappointment. "I am disappointed. If you were acting as a soldier then I could understand your actions but you claim you're a hero when you are trying to discriminate and oppress people. I truly wondered if the past users would think of you because from what I see you are the villain in this story, not me." Izuku said and LeMillon eyes widen as he called what Izuku said bullshit that he wasn't a villain. Izuku raised an eyebrow and asked how he wasn't a villain when he is supporting an oppressive government that wants to keep control against the people's wishes.

"Half of the country already supports the Verdant group and our side in the civil war. The hero system will come to an end even if I lost most likely due to how much people have come to hate it as I've only exposed more of the crimes they committed and the commission has only made matters worse with their actions." Izuku said and LeMillon said that the people are only blind because they are going to be giving up their freedoms once the war was over since Izuku wanted to be an emperor which would result in their freedoms being ripped from them. Izuku was stunned silent for a moment as he looked back at his Verdant Guards who just shrugged since they were confused about where that bull crap that came out of LeMillon's mouth came from.
