Steve's POV.
I just got back from a battle in Wakanda and was watching the news. The people were upset that some people had gotten killed. More people were saved than died though. It's all my fault. When I had captured the guy I was chasing he mentioned Bucky. I froze. I wasn't thinking, he escaped and he killed all those people. Wanda tried to stop him but she made a building catch on fire. She thinks it's her fault. Just then, as I was deep in thought there was a nock at the door. "Who is it?" I asked. "Wanda. May I come in?" "Yeah" I answered. She opened the door to the office and sat down. Right away I turned off the news. I didn't want her to hear what they were saying. Wanda and I were close. I was kind of a father to her. "What's up?" I asked her smiling. "Have you heard what they are saying?" She asked. I sighed. "Yes." She nodded and looked at her hands. "Wanda, you were trying to help. It wasn't your fault. When he said Bucky's name I froze that's why everything that happened, happened. It's on me not you." I told her. "It's on both of us. I lost control. I never do that." I put my hand on her hand. "Everyone has those days, Wanda. We try to save as many people as we can. Sometimes they're are casualties, even with innocent people. But if we stopped doing what we are doing a lot more people would be dead that alive. 16 people died yesterday. If we wouldn't have been there he would have killed a lot more maybe hundreds." She nodded. I smiled at her, trying to give her confidence. She smiled back and looked at me oddly. Just when I was about to ask her what's wrong, Sam came in. "Hey, Cap? The Secretary of State is here he wants to talk to everyone." I nodded. We all three walked out and met with the Secretary. He started showing us videos of each battle we fought. New York, D.C., Sakovia, and lastly Wakanda. "That's enough."I said to him.He explained that people were afraid of us and that we needed to be put in check. Owned by the government. "The Sakovia accords. It states that The Avengers are will no longer be a private organization, and that it we from now on be controlled by the U.N." He explained. 'This isn't good' I thought. Everyone passed it around.
He continued to explain that if we did not sign we would be made to retire. Then he left and let us talk about it. We sat around arguing about it. I was mostly quiet because I was reading it. It took all our freedom to choose away. 'We can't do it." I spoke up and said everyone stopped talking. "If we do we are giving up our right to choose and I can't personally sacrifice that freedom. "We need to be put in check, Steve." Tony said. "As hard as it is to accept." "Tony, we can't do it. We've made mistakes yes, but even the government does that." I told him. "We need to stop making decisions for ourselves. The U.N. is the best way to protect everyone. They send us where the trouble is and the critics go away. They know what they're doing." He explained. "But it's run by people with agendas. What if those agendas change? What if some terrible people come in and start making decisions. It wouldn't have to be everyone. Just even a few could do it." I explained. "Agendas are good. That's how I decided not to make weapons anymore." Tony said. "But you chose to do that. If we sign this we can't choose anymore. What if we need to go somewhere and they don't want us to? What if they want us to go somewhere that we don't need to go." Then Natasha spoke up. "Let's look a the playing field. If we do this we can gain their trust back. It wouldn't be like what happened with SHIELD we would know who we were working for. Right?" I looked down. 'Even Natasha. The one I really care for, but I guess that doesn't matter since she and Bruce... Stop Steve. Move on. She doesn't feel that way anymore and you shouldn't either.' I told myself. Just then my phone buzzed. I looked at it. It was Peggy's nurse. She's gone Captain. She died in her sleep. I'm so sorry.
A wave of sorrow hit me. I wanted to break down and cry. "Excuse me." I said quickly to everyone. I got up and left my phone on the table. I walked down the stairs and stood there. I'm alone now. She was all I had left. Now I have no one.
Meanwhile upstairs....
Wanda's POV.
"Excuse me." Steve said and quickly got up, leaving his phone on the table. Mr. Stark picked it up. "Oh no." He said. "What?" Natasha asked. He showed her the phone. "Oh poor Steve." She said. "What is it?" I asked them. "Steve's old friend Peggy just died." Natasha said. "He knew her in the war?" I asked. They all nodded. He's always there for me. I should be there for him. Natasha started to get up "Wait! Let me go. He's always there for me I want to be there for him at least once." I explained. They nodded. As I was going down the stairs I thought of what Steve meant to me. I think I had a crush on him. Maybe it was the way he was fatherly to me, but I really feel like I can talk to him about anything.
