Rosemary was the one who broke the silence after Catherine's long pronouncement.
"WTF are you talking about, 'Kid Sister'?"
"It means that you made a promise, which is same as a contract... and once you made it, it cannot be taken back, especially when the person to whom promise was made has acted on it. You can only withdraw the promises from that point onwards, but again, you cannot withdraw it for anything she already initiated."
"What? What does that mean? And where did you hear all this?"
"From Law Professor in college. It means, you promised to Dusk that you will guarantee any money she raises and spends, so you have to stick to your promise."
"You are trying to say that I cannot cancel the promise however rashly she spends?" Rosemary now sounded worried. Not for what was already spent, but what Dusk may spend if she went crazy.
"You can withdraw the promise now, but money for any project she is working on at this time, you are still liable to keep your promise. It will not apply to any things she starts working from now on. If she has evidence that she was already working on it before you withdrew you promise, you are liable."
Rosemary picked up something and threw at Catherine. She flinched but then realised that it was a hologram throwing something. And rightly so, the thing Rosemary threw vanished before it reached her. There was a crashing sound from the speakers because that thing probably hit the wall wherever Rosemary was sitting. Susco detected a smile in the frown on on Rosemary's face that seem to reflect either pride or relief, probably at the fact that Catherine was maturing.
Dusk bit her lip and said in a worried voice, "Am I going too fast and overspending rashly?"
Gregner was the first to respond, "No Dusk. Don't worry. These are necessary expenditure. I have faith that this will work fine."
The last thing he needed was Dusk going back to her earlier shy and conservative mode and probably dragging Catherine back with her, and affecting the future businesses, more because many were connected with future growth of the nation. He was also proud of the way Catherine had started to behave and taking charge of the business.
"Don't worry, Elder Sister. Now that Rosemary has withdrawn her promise, in her place, I will guarantee your investments. You can't possibly lose more than what I have..." Catherine said confidently. She was sure she could get Julien to cover up anything she lost.
"Sorry, Princess Catherine, but you cannot do that." Susco commented. "You are below the age of adult-hood and therefore not capable of making decisions or entering into a contract. Since the money has to be paid by me, I veto it anyway."
Catherine pouted and looked annoyed, but she knew that Susco would not budge on this and there was no way to threaten her either. She had absolutely no hold over Susco.
"Coming back to our original issue, I do not have a stake in Patricina, but its products, I need. Now, what do we do about the factory? We need to build a city?" Rosemary asked.
"I see no other way in which this can be done. None of the cities in Arcadia are large enough to support the factories." Sunjune replied.
"But it needs a hell of a lot of money. More than Catherine and I can put in, more than even Jul... Luke Jones will commit to it. And managing a city is an expertise that Dusk Hale does not have. It is not a software, you know." Rosemary retorted hotly.
"The Imperial Government will fund the development of the new city. We will arrange for a soft loan that can be paid back from the taxes the city will collect in future. So then, you do not need to worry about the funding for it, my Ministry will take care of it." Lord Melster replied.
