quackity had no experience being a president, only a vice. he had no experience being a leader, and had no good role model to take after.
tommy had experience being both vice president and president in general. Wilbur was a terrible role model but he helped tommy in the sense he can take care of themselves and be a leader (because wilbur loved to skip on important meetings as the president). though tommy always denied being a good leader.
so was Tommy surprised when quackity came up and asked him to be the president because he wasn't fit, maybe. when tommy asked why and what quackity would do, quackity said they would be the vice president and that tommy was a better leader in general, did Tommy believe him? No.
