Honestly I don't see how or why anyone can say Ochako peaked earlier on in the Sports Festival. Yes her fight with Bakugo was fire despite her loss it was great however she actually gets cooler from here. For starters she learns martial arts and can actually take people down know and in another exam against Class B she caught at least two more students, and she has support items that helps her with her weakness and she was vital in many battles like her Plus Ultra moment in the Two Heroes movie was one of the very reasons she was able to hold off Nine, if it wasn't for Uraraka they wouldn't have been able to have Iida float in the air to catch Deku, if it wasn't for Uraraka flying on the UA building to give her emotional speech to convince the civilians to let Deku stay things would've went straight to Hell real fast as a riot would've broken out. And lastly if it wasn't for Uraraka, Toga and her army of Twice clones would've not have been stopped during the Final War meaning more heroes would've died that battle. Ochako may not be as great as Deku, Bakugo, and Shoto but she's developed enough where she was better than she was in the Sports Festival.
This unfortunately was not the case with Rock Lee. Don't get me wrong when he was introduced during the Chunin Exams he was fire as Hell, he put belt to ass on Naruto and Sasuke with zero effort, he held his own against the Sound 4 to protect Sakura, and his fight with Gaara was amazing even when he lost bro was still standing. However after his fight with Gaara, Lee didn't become any cooler than this. First starters because of what Gaara did to him, Lee had been sidelined throughout the remainder of Part 1 and though Tsunade returned and healed him so he can become a ninja again and he helped during the Sasuke Retrieval arc and fought against Kimimaro but it was mid and did not get any cooler than that. In pretty all of Part 2 aka Shippuden, Lee had zero screen time and when he did he had no moments of character growth, development, nothing. Even in the Fourth Great Ninja War, Lee was literally sidelined when Guy opened the Eighth Gate to fight Madara like he was straight up useless. The only ever time Lee ever got hyped up was in anime filler episodes. Bro was done dirty so I definitely say Rock Lee peaked earlier on in the Chunin Exams.
