This is a tiny theorie that I came up with while talking to pinkypeach41 who is an awesome person that makes incredible fanart.
We were discussing if steven is rose or not and then it hit me. What if he is both?

What if steven is something like a fusion that has stayed a fusion for to long? We know that it's hard for gems to maintain a fusion for a long time and even harder for them to not lose control of it. (Except for Garnet, but even she has her problems.)
In the series they make several parallels to steven and a fusion. Garnet is something that has never exsisted before and so is steven. He is something entirely new, an experiment, an experience.
Steven can still be him. He is just like a fusion of his human part (steven) and his gem part (rose). The only difference between him and a fusion being that he can't unfuse. Most times steven's human part has the upper hand and that is logical, since this is a perfect way rose can experience being a human. Sometimes however, rose will get the upper hand, resulting in episodes like mr. Greg and bubbled.
But roses influence is clearly subcontious since steven Doesn't seem to know anything about his mom. Why wouldn't he remember her past if he's truly some kind of fusion? You ask. This has an easy explanation.
Since fusions are there own person they can only remember the times that they excisted. Don't Believe me? Think about smokey quarts, the newest fusion. When sardonyx asked her about herself she could only remember what happened from the moment she excisted.
Basically this whole theory can be explained in one sentence that I already said in my conversation with pinkypeach41. That sentence being; "steven is something like a fusion, who is herself, yet is still more than one person."
