'They have not been humbled, to this day, nor have they feared; they have not walked in My law or in My statutes that I set before you and your fathers.'

I think people get confused with the word fear. Fear is respect for God, and not wanting to upset Him. If you repent and walk or try to walk in His law and His statutes, then you may be able to avoid His righteous indignation - I really want to avoid that. Tell God that you love Him.
The LORD bless you and keep you;
The LORD make His face shine upon you,
And be gracious to you;
The LORD lift up His countenance upon you,
And give you peace.
