For example, England remained a kid for a while, then it was a growth spurt as the British Empire began to form and develop. Countries like Russia, which existed but developed way later, remained children for a long time.
As for Russia, this explains his childish nature, because his country was just suddenly plunged out there into the world, not given enough time to develop properly, so it had to manage within a short period of time. He could never mature properly, he never had the time to.
