Switzerland is sick of it, he's sick of being neutral. He has so much aggression, anger, and overflowing emotions inside him that it's difficult to remain so, which is why he's rather terrifying during training or such. If he wasn't a neutral country and had a way of venting these emotions, he would be happier and smile more often.
Liechtenstein knows that, and she does his best to come up with different hobbies for him. She wants him to smile. She had even tried to teach him embroidery, which frustrated him so much he tossed the materials across the room, scaring Lili momentarily. Vash realized that, and he locked himself in his room for a week, and for two more weeks after that, he barely communicated with Lili, always keeping his head down when speaking to her and keeping his arms crossed.
He was terrified of hurting her.
