Based around Shintō (Japan's native religion), Kiku and Kuro are both kami (god-like spirits).
Both parents' are Izanami-no-kami and Izanagi-no-kami.
The Kojiki describes the beginning of Earth / Japan as following ;
Izanagi and Izanami stirred the earth's water with a spear. Following them picking it back up, mud fell down and created the isles of Japan.
Izanagi and Izanami had several children together who each represented one island.
Therefore, they also had Japan, as a whole. Kiku and Kuro.
Following Izanamis death, she took Kuro with her into Yōmi, while Izanagi kept up with Kiku.
When Izanagi fled out of Yomi from Izanami after seeing her after being told to not look, Kuro accidentally got out of Yōmi too.
Outside of the entrance Izanagi then kills Kuro with his sword before going away to purify himself.
Following that, Kuro becomes an actual kami with a purpose and he gets down on earth.
