Both are incredibly close.
If one needs to cry or just gossip they always turn to each others.
France refused to believe any accusations towards Prussia post-WW2. Even when Prussia himself accepted his fate and told he's fault, France refused to accept it.
France was also the reason why not more torture was pushed onto Gilbert.
France was pushing Russia to take Gilbert because he believed it'd be better than him staying in the west.
The two of them often act like a couple and infact, might just be.
Prussia is scared of falling in love with France because he fears he'd disappoint him and make him "angry" or "sad" that he is asexual and is not interest in any kind of sexuality.
France is afraid of ruining their friendship.
They both like each other a lot but would never admit it.
