Germany is legally the guardian of Prussia.
This has multiple reasons.
One being: Germany is biased with their own country.
Another being: Imagine being tried to kill twice but everyone you called friends and then continuously put to work with low/no pay and emotionally abused by the guy you hate.
Additionally with all the past trauma and the fact that he'd be nearly blind made them put him into conservatorship.
Im sure other countries would easily qualify for it as well, (looking at Russia) but it all depenfs on the nation.
As for Germany, ableist motives mainly. The "If you cant work 100% you're not a part of society" type-a shit.
