Lukas and Loki share a body.
Lukas used to suppress Loki's influence.
One time, he was imprisoned and chained up - due to him using his magic during the fight they kept special care to avoid him escaping at all cost while also knowing he can't die. Lukas could not escape with his waterbases powers and after a month in imprisonment his condition got so worse that eventually Loki was able to overpower him and free them
In turn Loki and Lukas slowly got closer. After Lukas mentally recovered, Loki just quietly disappeared again - now much louder in his mind though.
