Russia overall is a very cruel person and usually denies laws. He's protected from them. He is the law.

Due to the illegality of homosexuality in the USSR and Russia feeling shamed of himself, whenever he'd go out eh'd force either Lithuania or Prussia or sometimes both to act like women as he doesnt want to get caught.
It developed in an entirely wring direction tho.
Russia was forcing them to be behaving nonstop as a woman snd also mutilated.. /it/.

He'd punish them if they'd refuse it.
He called Prussia "his little Snowwhite" and Lithuania's nickname was "Milda".
Russia of course needed a suiting name for Lithuania and he didnt find a classical princess that suited him.
He searched a little bit..rather forbidden stuff and found out about the Lithuanian goddess of love. Milda.

You can see their flushed faces as they endure Russia's petnaming and torture.

Russia's highest point of cruelty was definitely during the USSR. He'd torture everyone ariund him, except his siblings. He broke many people and gave them many fears.
Especially those he "loved" (was obsessed with) had it hella difficult as Russia refused to leave them alone and would torture them until complete submission.

Lithuania got saved quite a few time by Poland and Prussia by Hungary. However, Russia gets what he wants. always.
