She likes Netherlands but avoids him and keeps distance.
He reminds her of her late husband (and the last mortal she married).
His personality, the facial structure, the voice..
She sometimes believes Netherlands is him when she sees Netherlands in the corner of her eye.
She widens then her eyes for a moment before realising.

She seems to be ignoring him, and some speculate that she just straight up hates him.
She is scared, confused and mourns her late husband still.
Berlin, Thuringia, Potsdam.. each one tried to help her but she cant let go.
She defends her husband's legacy with all she can, she refuses any negativity about him.
Althought she knows that he certainly wasnt s good person.

Brandenburg was married many times. Her husbands knew she'd outlive them.

Her late husband, Hans Josef, was..problematic.
He was 50 years old, when he married her (she was 25). They married in 1934, just a year after the NSDAP won the elections.
He was later in the SS and he was the one making Saarland blind on one eye. Saarland and Brandenburg hate each other with a burning passion.

The reason why Brandenburg loves him so much, despite all that inhumanity, is because he actually protected her. He actually loved her and he respected her.
Brandenburg herself wasnt harmed by him, never, so she assumes he never did anything bad. Or rather, she bans the thoughts of it.
He was shot by Soviet Soldiers invading Potsdam.
