Female nations can get pregnant.
However, the period of how long the fetus stays inside varies.
It largely depends on the woman's own state of mind.

Obviously the optimal time is 9 months because theyre still human bodies. But it might take an entire year to form the actual system that keeps them from dying.

Stress quickens up the process since nations are programmed on war and loosing people. Malnourishment or suffering slpws the process until theres enough to feed both bodies.
Time freezes for the fetus then.

Up to 9 months (where the body is basically human and mortal), it can be effected by all the things around.
